What about the Elio? Yeah, it is basically a motorcycle with a cage around it, but it is cheap and good on gas.

Mk4 TDIs are actually rebounding and starting to go up in price. The ultimate in bang/buck at this point is probably the 2 year wonder 2005/2006 Mk5 Jetta with the 1.9 TDI.

I would have to go for the 2 year wonder of the 2005/2006 Jetta TDI. It was still the old 1.9, so it could achieve 50+ mpg without breaking a sweat, and didn't need any of the additional crap that they put on the new 2.0 units.

A Civic hatchback with all manual accessories and manual gearbox. Borders on entertaining to drive, gets approximately a zillion mpg and infinitely reliable. Also dirt cheap
